UNAPPROVED MEETING MINUTES
February 17, 2016
The Meeting was called to order at 7:00 pm.
Followed by the Pledge of Allegiance.
Board Members Present: Supervisor Krchmar, Clerk Borgula, Treasurer Gruber, Trustee McGlashen and
Guest: Kimberly Davis, George Gilmore, Barney Ledford, Suzanne Ledford, Lori Martin, Dave Gruber,
Cara Uber, Edward Uber, Dale Majewski, Mike Trzcienski and Bob Pearson.
Dale Majewski – Clare County Commissioner, Board of Commissioners approved to replace of the current light
fixtures in the county building with LED lighting. Upgrades will be done on the elevators in the court house.
Ms.Davis, is running for Clare County Clerk, she believes changes need to be made in the Clerk’s office focusing
On customer service and improving on how employees are treated.
Kim has worked for the Clare County Sheriff’s office for 30 years and has experience in accounting.
Mr.Ledford, is running for Clare County Sheriff, he worked for the Clare County Sheriff’s Department for 12 years.
His plan is to focus on honesty, integrity and professionalism. Barney was a police detective in Warren Michigan
Before coming to Clare County.
Mr. Gilmore, is running for State Representative he believes Michigan needs a smaller government. He retired
from Clare Schools after 33 years.
Ms. Martin, is running for Clare County Clerk. She is currently working at the Clare County Clerk’s office
As a Deputy for almost three years. She feels software upgrades are needed to be done in along with Election Inspector training annually.
Motion to Approve January 20, 2016 Meeting Minutes.
A motion to accept the minutes was made by Trustee Scarbrough / McGlashen – Motion carried.
Treasurer’s report was given. Sandi said 89% of property taxes have been paid to date.
Forty four people paid their taxes with a credit card. Sandi asked the Board what they wanted to do with a tax refund check that was lost in the mail to she issued to a taxpayer.
The cost to cancel the check would be $20.00. The person agreed to split the cost of canceling of the check.
A motion was made by Treasurer Gruber /Trustee Scarbrough to cancel the check and re-issue the check minus the $10.00. Motion carried.
Clerk Borgula reported the telephone system was down and it has been repaired.
Mary asked the Board to approve Cara Urber, her deputy to work up to $100.00 a month.
A motion was made by Treasurer Gruber/Trustee McGlashen –Motion Carried.
Board of Review
The dates for Board of Review for the public to voice their concerns are March 14th from 9:00 am – 3:00pm and March 15th from 3:00pm – 9:00pm.The organization meeting for the Board of Review Board is March 8th at 9:00am and final meeting will be March 17th at 9:00 am. A motion was made by Clerk Borgula/Trustee McGlashen to appoint Ray Borgula to the Board of Review Board as an alternate Motion carried. Mary and Marlene will donate meals for the Board.
Memorandum of Understanding:
Emergency Management sent a three year renewal contact for the use of the Redding Township Hall as an Emergency shelter it was stated in the contract they would cover anything above wear and tear on the hall.The Board felt it should be worded the same as our hall rental agreement with a check list.Tom will contact Jerry Becker regarding the changes.
Transfer Station Contract:
The Board will be taking bids for the Transfer Station Attendant Contract.
The contract will be decided at the March 16th meeting. The opening will be posted.
Budget Workshop Date:
A date was set for March 30th at 6:00 pm. The Board will work on 2016/2017 Budget.
Hall Rental Increase:
Clerk Borgula told the Board they haven’t increased the rental in a long time and she feels it’s
Costing the Township to Rent the hall for the current amount she suggested a $10.00 increase.
Tom suggested maybe an increase If they use the appliances. The discussion was tabled until next month.
Township Hall Supplies:
A motion was made by Treasurer Gruber/ Trustee Scarbrough to allow Mary to purchase
Up to $50.00 in cleaning supplies and electrical outlet covers.
Clerk Borgula asked the Board to approve up to $75.00 for meals and cookies for Election Day.A motion was made by Treasurer Gruber/ Trustee Scarborough Motion carried.
Supervisor Krchmar asked the Board if they would be interested in working with Greenwood Township and maybe another Township on having a full time Sheriff’s Deputy. After further discussion It was tabled until next month. Tom will get more information.
Approval of Bills
A motion was made by Clerk Borgula/Trustee McGlashen to approve check # 2802-2821
With voided check 2818 and payroll withholding equaling $5120.33.
Motion to Adjourn was made by Clerk Borgula /Trustee McGlashen at 8:23 pm. – Motion Carried.
