UNAPPROVED MEETING MINUTES
June 15, 2016
The Meeting was called to order at 7:00 pm.
Followed by the Pledge of Allegiance.
Board Members Present: Supervisor Krchmar, Clerk Borgula, Treasurer Gruber, Trustee McGlashen and
Guest: Dale Majewski, Ken Lind, Kimberly Davis, Edward Uber, David Gruber and Tammy and Mike Galloway.
Dale Majewski – Clare County Commissioner, Grand Opening of the Veteran’s Freedom Park in Harrison went off well.
They’re moving along with the renovation of the old Health Department that was located on the main floor of the Court House.
Lake George is having their 4th annual Car Show/ Expo on Saturday June 18th. The Clare County Board of Commissioners have put a hiring freeze on all departments.
Motion to Approve May 18, 2016 Meeting Minutes.
A Motion was made to accept the minutes as printed with the changes of clerk’s salary from $675.00 to $650.00 by
Trustee McGlashen /Trustee Scarbrough – Motion carried.
The new tax letter was presented to the board, no changes were noted. A motion to approve printing up to $80.00 was made by Clerk Borgula/Trustee McGlashen -Motion carried.Treasurer Gruber met with the Assessor and they implemented the tax roll.
Treasurer Gruber will check on a price to have the tax statements folded. Supervisor Krchmar will approve the amount.
Borgula asked the Board to reconsider raising the clerk’s pay in November from $650.00 to $700.00. Tammy Galloway commented that she was told she would be making $700.00 Treasurer Gruber and Trustee McGlashgen agreed. Clerk Borgula will bring back a resolution at July’s meeting to raise the clerk’s salary starting with her first paycheck.
Supervisor Krchmar wanted it noted in the minutes, the Deputy Clerk’s hours go back to ten hours a month after the November Election, the extra five hours for training are temporary.

Budget: – The Budget was presented in the amount of $108,600.00. A motion was made by Trustee McGlashen/ Clerk Borgula
A roll call vote was called.
Supervisor Krchmar yes, Clerk Borgula yes, Treasurer Gruber yes,Trustee Mcglashen yes and Trustee Scarbrough yes.
The 2016 /2017 budget is adopted.
A motion was made by Treasurer Gruber/Trustee Scarbrough to close out the 2015/2016 budget as of June 30, 2016 – Motion carried
Insurance-Ken Lind- Lind & Lind Insurance Company,
Ken presented the Board with a new insurance proposal for 2016/2017.
A motion was made by Clerk Borgula /Trustee McGlashen to sign a 2 year contract with Casair internet service in the amount of 64.95 a month, an install fee of $350.00 and a router at the cost of $70.00 equaling $420.00 for the Township Hall.-Motion carried
Foreclosing Property-Wavier first right of refusal:
A motion was made by Treasurer Gruber /Trustee McGlashen to refuse foreclosing property in the township. Motion carried.
A motion was made by Clerk Borgula /Trustee McGlashen to allow Kelly’s tree service up to $2000.00 to remove the dead trees and trim up the other trees from the cemetery.-Motion carried.
A motion was made by Treasurer Gruber /Clerk Borgula to except Professional Grade LLC bid up to $250.00 to clean up the debris in the corner of the cemetery by the end of June.- Motion carried.
The Board discussed how to handle the 30 yard roll offs that are being used from different communities.
With much discussion it was decided that the Transfer Station attendant will have to look at the driver’s license along with their cards.
It was Supervisor Krchmar’s opinion that he needs handle the situation from this point on.
Pre-Approve Tire Recycling:
A motion was made by Treasurer Gruber/Clerk Borgula to pay the volunteers $90.00 to help recycle tires at the Middle Branch Township Hall.- Motion carried.
It was the Supervisor’s opinion that a policy needs to be set to start assessing our Assessor. Supervisor Krchmar summit a bid from another Assessor. Mike Galloway said the Road Commission had put down crushed concreate last fall, this past winter they pushed it back on his lot. Supervisor Krchmar said we are still on the waiting list to have the road brine. Dave Gruber said there is a shortage on brine, the EPA has set new guidelines. Local MTA meeting next Monday and Redding is hosting.
Approval of Bills:
Check # 2902 Voided for Professional Grade in the amount of $932.72 and reissue check #2915 in the amount of $ 621.44
A Motion was made by Clerk Borgula / Trustee McGlashen to approve Check # 2895-2915 and payroll withholding of $448.00 equaling $7234.07 – Motion Carried.
