                  UNAPPROVED MEETING MINUTES

                         JUNE 17, 2015

 The meeting was called to order at 7:03 pm.

Followed by the pledge of Allegiance.

Board members present: Supervisor Krchmar, Clerk Borgula, Treasurer Borgula and Trustee MCGlashen. Trustee Mann absent.

Guest: Linn Pruden, Carolyn pruden, Tressa Hubbard and David Gruber.

 

Guest Speakers:

Tressa Hubbard- Huron Pines AmeriCorps member at the Department of Natural Resources-Gladwin Field office.

Tressa spoke about illegal dumpsites found in local state land. She’s proposing a community cleanup at these sites. Tressa is looking for interested volunteers to help– she would like to start with Kirby road.   

Clerk Borgula volunteered to help with the project. Linn and Carolyn Pruden volunteered to help with the cleanup.

No definite cleanup date was set.

Mike Duggan:

Mike Duggan summited a bid for propane for the 2015 heating season. Mike said he’s tried to put a bid in for the Harrison Co-Op, but they’ve refused his bid for the past two years. As Clare County Road Commissioner Mike talked about what roads are being repaired and brined. He told the board every year to establish a wish list and submit it for repairs by March. Supervisor Krchmar told Mr. Duggan the township does not have a road millage. Mike said he can still help with some of the repairs on various roads in the township.

 

Motion to approve May 20 2015 meeting minutes.

A motion to accept the minutes was made by Treasurer Gruber and supported by Trustee McGlashen

All in favor – Motion carried.

Treasurers report:

Treasurer Gruber spoke about Equalization, “I tried to have a meeting with Kim Hallis from Clare County Equalization regarding printing and clarifying the wording on the taxes, Kim failed to show up for the meeting. Treasurer Gruber continued “I’ve made every effort to work with Clare County Equalization but there has been too many failed attempts. I’ve looked into printing the property taxes and with our assessor’s assistance I feel I can do it. 

Treasurer Gruber said it would cost approximately $40.00 next year to print the taxes– she has the supplies for this year. She’s possibly looking into phasing out Clare County Equalization completely.  Supervisor Krchmar said he appreciated Treasurer Gruber’s effort in printing the property taxes and that it saved the township approximately $600.00. Supervisor Krchmar suggested if Treasurer Gruber can’t get in touch with Equalization to call the Clare County Administers office and let them know.

A motion was made by Clerk Borgula and Supported by Trustee MaGlashen to have Treasurer Gruber print 2015 property taxes. All in favor – Motion carried.

Old Business:

Adopt 2015-2016 Budget.

A roll call vote was called to adopt 2015-2016 budget in the amount of $108,600.00

Supervisor Krchmar yes, Clerk Borgula Yes, Treasurer Gruber yes and Trustee McGlashen yes.

The budget is adopted.

 Resolution Pay Increase.

 A roll call vote was called to increase the Supervisor, Clerk and Treasurer’s salary $50.00 a month.

To increase the Board of Review and Election Inspectors to $12.00 an hour.

Supervisor Krchmar yes, Clerk Borgula Yes, Treasurer Gruber yes and Trustee McGlashen yes.

Resolution #1211 is adopted.

Close out old Budget.

A motion was made by Treasurer Gruber and supported by Trustee MaGlashen to close out the 2014-2015 budget as of June 30th.  All in favor- Motion carried.

Clare County Equalization contract.

A motion to accept the 2015-2016 contract with Clare County Equalization for assessing and preparing the tax roll was made by Clerk Borgula and supported by Treasurer Gruber. All in favor- Motion carried.

 

Tire Recycling.

The tire recycling is going on at the Middle Branch Township hall. Redding Township volunteers will be there June 18, 2015 from 8: 00 am – 12:00 pm.

New Business:

Propane Contracts for the Township Hall.

Two bids were given at the meeting one from Heintz propane and HD propane

HD came in at 1.28/9 Heintz prone price is 1.37/9.

HD will waive the leak test fee.

A motion was made by Clerk Borgula and supported by Treasurer Gruber to accept HD propane’s bid.

All in favor- Motion carried.

 Redding Township Boards email addresses.

Clerk Borgula received a request to have the Board Members email addresses available to the public.

The Board declined. 

 DNR Land Exchange.

Supervisor Krchmar received a letter from the DNR on a land exchange. Phil Duggan from Duggan’s Canoe Livery would like to exchange DNR land that would block the public from having access to various areas on the Muskegon River in Redding and Winterfield Townships. A meeting is tentatively set for July 23, 2015 at 1:00 pm with the DNR at Redding Township hall. Supervisor Krchmar said “It’s not right to block access to the Muskegon River from our residents and the public– I plan on fighting it.

 

Public Comment:

Supervisor Krchmar asked if anyone knew about the cemetery door being open, and to keep an eye on it.

Linn Pruden asked why they have bicycles cemented in the sidewalks in Harrison.

Clerk Borgula wanted to thank Sandy Mann for donating 2 – 3×5 flags for the hall and cemetery.

Clerk Borgula thanked Supervisor krchmar for repairing the toilet in the women’s bathroom.

Dave Gruber said he would like to see a new sign in front of the hall.

 Approval of Bills:

Check # 2638- 2657 equaling $7155.95 check # 2656 was voided out for Harrison Co-Op.

A motion was made by Clerk Borgula and supported by Treasurer Gruber. All in favor – Motion carried.

 Motion to adjourn:

Made by Clerk Borgula and supported by Trustee McGlashen at 9:15 pm. All in favor – Motion carried.
