Unapproved Redding Township Board Meeting

December 17, 2014

 

The meeting came to order at 7:00 P.M. followed by the Pledge of Allegiance.

Board Members Present: Supervisor Krchmar, Clerk Borgula, Treasurer Gruber, Trustee Mann,andTrustee McGlashen.

 

Guests: Carolyn Pruden, Linn Pruden, and Dale Majewski.

 

Guest Speaker:

Dale Majewski – Clare County Commissioner:

Clare County Building Inspector Mark Fitzpatrick has been appointed to oversee the building improvements along with his other duties.

The new Animal Control Officer in Clare County is Rudy Hicks.

Dale wished everyone a Merry Christmas.

 

Correspondence:

Clare County Sheriff‘s report had 31 incidents in Redding Township.

 

Committee Report:

Sandie Mann reported they had 55 people come to the Christmas party. Everyone had a good time.

No more Potlucks until April 18, 2015.

 

Approval of Meeting Minutes:

A motion was made by Trustee McGlashen and Supported by Treasurer Gruber to approve the November 19, 2014 meeting minutes with the following changes.

To add a word on.

Change the Board of Review times from 6:00 P.M to 5:00 P.M.

 

Board Members in Favor- Clerk Borgula, Treasurer Gruber, Trustee Mann and Trustee McGlashen.

Motion carried.

 

Treasurer’s Report:

The Treasurer’s report was reviewed. Treasurer Gruber reported a blight complaint, which was the same one already reported to Sargent Humphrey in August. Treasurer Gruber said she had to have the 2014 taxes printed two times because the collection dates were wrong. Clare County Equalization didn’t send a draft to make sure they were correct and by the time Treasurer Gruber inquired why she never received a draft, Equalization said the taxes had already been printed. Treasurer Gruber refused them and told them to reprint the tax bills with correct due dates.

  

Treasurer Gruber said Clare County Equalization didn’t change the 2014 fire millage levy from last year.

Clerk Borgula and Supervisor Krchmar filled out and signed the L-4029 form that equalization sent the clerk. They changed the levy to .80 on September 17, 2014. Clerk Borgula said she sent it out in the mail on September 18, 2014. The Board members discussed what options they had. The Board decided to go with one mill on the 2015 taxes to make up the difference. Supervisor Krchmar asked if there was enough money in the fire fund to pay Harrison fire department. Treasurer Gruber said there should be enough funds by the first of January. Clerk Borgula said she called the City of Harrison and they said it was fine to pay the invoice with January’s bills.

Supervisor Krchmar asked Commissioner Majewski to look into the problems the township has had with Clare County Equalization. Commissioner Majewski asked for a detailed email regarding the problems. Treasurer Gruber and Clerk Borgula will email him the details.

Treasurer Gruber asked the Board on what to do about the Nazarene Church in Temple. They combined their lots this past summer; however, the Church received two bills for fire and rubbish and the Assessor said it would have to be a Board decision to erase one of the tax bills.

A Motion was made by Trustee Mann Supported by Clerk Borgula to remove one of the tax bills from the Tax Roll. Board Members in Favor- Clerk Borgula, Treasurer Gruber, Trustee Mann and Trustee McGlashen. Motion carried.

 

New Business:

Harrison Fire Contract:

To accept the 2014 contract with Harrison Fire Department in the amount of $11,706.00

A Motion was made by Treasurer Gruber and Supported by Trustee Mann.

Board Members in Favor- Clerk Borgula, Treasurer Gruber, Trustee Mann and Trustee McGlashen.

Motion carried.

 

Farm animals in residential areas

Complaints have been made to the clerk regarding farm animals in Temple. Animal control has been out to one particular house. The problem was discussed and it was decided to table it until the next meeting.

Clerk Borgula will bring back more information.

 

Township Hall Light:

Supervisor Krchmar noticed the light on the south side of the township hall building was not working he said the light unit needs to be replaced. The Board decided not to replace the light at this time. Supervisor Krchmar said the next time the electrician comes out he will have him disconnect the transformer in the light. Supervisor Krchmar explained why the motion light in the front of the building was so much money.

The light is an LED fixture. He also explained that he had told the electrician to install a high quality light. The Motion light was $238.00 and labor was $138.00 for a total of $376.00. 

 

Board of Review:

The Board of Review had two principal residence exemptions in the December Board of Review.

Every two years the Board has to appoint the Board of Review Board members.

A Motion was made by Clerk Borgula and Supported by Trustee Mann to appoint the following members

Dale Pierce, Richard Warner and Dave Gruber.  Board Members in Favor- Clerk Borgula, Treasurer Gruber, Trustee Mann and Trustee McGlashen. Motion carried.

A Motion was made by Trustee Mann and Supported by Treasurer Gruber to send the Board of Review Members to training in the amount of $326.00. Board Members in Favor- Clerk Borgula, Treasurer Gruber, Trustee Mann and Trustee McGlashen. Motion carried.

 

Home Land Security:

Supervisor Krchmar received a Hazard Mitigation plan survey form emergency management Jerry Becker.

The Board took the survey together. It consisted of rating the chances of flooding, high winds, power outages, emergency shelter, cold weather, hot weather, freezing rain, and snow.

Supervisor Krchmar went to the local MTA meeting. The topic was identity and electronic theft– Jerry Becker warned everyone on what devices the thieves are using to steal your money. Supervisor Krchmar had pictures of devices they use at gas stations, ATMs and in the stores.

 

Public Comment:

Linn Pruden said we are done with the roll-offs until May. Supervisor Krchmar said Aric McNally took John Krchmar’s place to grade Redding Township roads. Supervisor Krchmar went to John’s retirement send off and had the opportunity to meet Aric McNally. 

Supervisor Krchmar asked about the election audit. Clerk Borgula said she has emailed Pam Mayfield a couple of times. Pam has not responded with a date.

 

Approval of Bills:

Check # 2515-2536 and payroll of $389.42 equaling $10,993.14.

A Motion was made by Treasurer Gruber and Supported by Clerk Borgula.

Board Members in Favor- Clerk Borgula, Treasurer Gruber, Trustee Mann and Trustee McGlashen.

Motion carried.

A Motion was made by Clerk Borgula and Supported by Trustee McGlashen to adjourn the meeting.
