Redding Township Meeting Unapproved Minutes

October 16, 2013

The meeting was called to order at 7:00PM followed by the Pledge of Allegiance.

Guests: DaleMajewski, Carolyn Pruden, Dave Gruber, Bonnie & Dale Pierce, Jerry Becker,  Eddie Garver

Board Members Present:  Treasurer Gruber, Supervisor Krchmar, Clerk McBurney, Trustee Mann, Trustee Ashbaugh

Dale Majewski  County Commissioner District #1 spoke on the following topics:

<!–[if !supportLists]–>·         <!–[endif]–>The fall Gypsy Moth egg mass survey is underway in Clare County. Initial reports show minimal new egg masses in the first townships surveyed. Results of all testing will be forthcoming.                                    

<!–[if !supportLists]–>·         <!–[endif]–>Pere Marquette District Library and Harrison Library are offering computer classes for the month of October.

<!–[if !supportLists]–>·         <!–[endif]–>Department of Human Services reported that funding has been cut. A new computer system is being implemented.                                   

<!–[if !supportLists]–>·         <!–[endif]–>Michigan Works has free office chairs to give away while supplies last.                  

<!–[if !supportLists]–>·         <!–[endif]–>Experience Works is in need of jobs for senior citizens. They have nine seniors to place in Clare County. Some of the skills they have are custodial, janitorial, secretarial, mentoring, ground works and park maintenance. These jobs would not cost the employer, but they would need an employer with a site and supervision. These seniors would be placed for approximate 18 – 20 hours per week. It has to be a need from a non-profit or government organization. Call Linda at (989) 539-2173 ext. 315.

Motion to accept 09-18-2013 minutes made by Treasurer Gruber and supported by Trustee Mann.  Board members in favor: Trustee Mann,  Treasurer Gruber, Clerk McBurney and Trustee Ashbaugh. Motion carried.

Guest Speakers

Jerry Becker of Clare County Emergency Management presented the Board with a MEMORANDUM of UNDERSTANDING. The purpose of this was to officially designate Redding Township Hall as an emergency shelter. The Board will approve the document with the following changes: The ‘Disaster’ has to occur in Clare County; Clare County EMD would be primary for insurance purposes and Redding Township secondary. Jerry will consult with his legal department and return with an updated document the Board can approve.

Eddie Garver of the Clare County Road Commission talked about load restrictions on gravel roads. His position is the load restrictions should include all Townships in Clare County, not just for Redding Township. A workshop will be held Wednesday October 23, 2013 to discuss this issue further. Also, the paving project from Mansiding Road to City of Harrison is now completed. 1.3 million dollars of grant money was used to help pay for this project.

He reported that Freeman and Grant had projects done this past summer.

Sheriff’s Department

No one attended the meeting.

Treasurer’s report was reviewed.

Credit card payments for taxes are working well. Eighty-five percent of the taxes have been collected.

<!–[if !supportLists]–>·         <!–[endif]–>Fire Department Report – None

<!–[if !supportLists]–>·         <!–[endif]–>Spartan Grocery Stores needs an updated Sales and Use Tax Certificate. Trustee Mann will complete the certificate and mail back to Spartan.

<!–[if !supportLists]–>·         <!–[endif]–>QuickBooks Intuit sent a request to upgrade the system. The Township doesn’t need or would utilize the upgrade. No upgrade will be done.                                         

<!–[if !supportLists]–>·         <!–[endif]–>Michigan Public Policy Group of Ann Arbor sent us a comprehensive survey to complete. The survey covers all aspects of our community. It may take several members of the Board to fill this out. Supervisor Krchmar took the survey first.

Activities –          Pot Luck dinners are successful.

Collection of canned goods and other staples are going well so far. This is for the needy at Thanksgiving.

November 16, 2013 a bake sale will be at the Hall at 9:00am. There will be no chili dinner on that day because Pot Luck will be held at 4:30pm.

         Old Business:

<!–[if !supportLists]–>·         <!–[endif]–>Cemetery – Sign poles need to be fixed. New 2’’ x 10’’ boards that are ten feet long are needed for burials in the cemetery. The cost is forty-two dollars. Motion to purchase boards made by Treasurer Gruber and supported by Trustee Mann.  Board members in favor: Trustee Mann,  Treasurer Gruber, Clerk McBurney and Trustee Ashbaugh. Motion carried.

<!–[if !supportLists]–>·         <!–[endif]–>Snow Plowing Bids – One bid was received from Temple Lawn Care (John Chambers) for twelve hundred dollars for 2013 – 2014 season, covering months November 1 – May 30th. The Board decided to accept this bid if the twelve hundred dollars covers clearing snow for hall events (extras). Conditional motion by Trustee Mann and supported by Trustee Ashbaugh. Board members in favor: Trustee Mann, Treasurer Gruber, Clerk McBurney and Trustee Ashbaugh. Motion carried.

<!–[if !supportLists]–>·         <!–[endif]–>Electricity for transfer station – Contractor cost for trenching 360 feet is $550.00. Electrician cost for ten gauge wiring, switches and fixtures is $696.00. Motion made by Trustee Mann and supported by Treasurer Gruber.  Board members in favor: Trustee Mann,  Treasurer Gruber, Clerk McBurney and Trustee Ashbaugh. Motion carried.

New Business

1.) The budget for the first quarter was reviewed to actual spending. It appears that the Board spending is right on target. No categories need attention at this point.

2.)  Redding Township checking account needed more checks. One thousand checks are on order with WalMart at a cost of about seventy dollars.

3.) Sam’s Club Membership – The Township Board can join this for forty dollars per year. Many office and cleaning supplies are cheaper than competitors. It was decided that the Redding Township Board should belong to take advantage of savings. . Motion by Trustee Ashbaugh and second by Trustee Mann. Board members in favor: Trustee Mann, Treasurer Gruber, Trustee Ashbaugh and Clerk McBurney. Motion carried.

4.) New light bulbs are needed for the front of the hall. Four new 7 watt CFL bulbs will be purchased by Clerk McBurney.

Motion to approve bills 2234 – 2247, 9998  in the amount of $5,681.86. – Motion made by Trustee Mann and second by Treasurer Gruber. Board members in favor:  Trustee Mann, Treasurer Gruber, Trustee Ashbaugh and Clerk McBurney. Motion carried.
