Redding Township Meeting Unapproved Minutes

June 19, 2013

The meeting was called to order at 7:03PM followed by the Pledge of Allegiance.

Guests: Dale Majewski, Linn and Carolyn Pruden, Dave Gruber, Lynn Brown, Bob Schaible, Donna Schaible

Board Members Present:  Treasurer Gruber, Supervisor Krchmar, Clerk McBurney, Trustee Mann, Trustee Ashbaugh

Dale Majewski  County Commissioner District #1 spoke on the following topics:

* Home Heating Assistance Program is available. Brochures on this program are available.                                                                      

* Board of Commissioners awarded the janitorial contract to AWOL Services.

* Carol Majewski from Senior Services received a Grant from Trans Canada in the amount of $1500 for the purpose of purchasing thermal bags, coolers, heat/cold packs for transporting Home Delivered Meals.

* A new law has been passed that all people being towed by a watercraft must wear a life jacket.

* Operating a watercraft of  Six horsepower or more and born after July 1, 1996 must have a boaters safety permit.

* The congress in Michigan has passed a DNR sponsored bill to increase off road ATV fees from sixteen dollars to twenty six dollars.

* Hazard Mitigation committee needs a volunteer from Redding Township to be a member. Sandi Gruber volunteered to attend one meeting to see what the duties would be for a member.

Motion to accept 05-15-2013 minutes made by Trustee Mann and supported by Treasurer Gruber.  Board members in favor: Trustee Mann,  Treasurer Gruber, Clerk McBurney and Trustee Ashbaugh. Motion carried.

Sheriff’s Department

No one attended the meeting.

Treasurer’s report was reviewed.

 

 

Correspondence:

* Fire department incident report was reviewed.

* Sheriff Incident Report was reviewed.     

* Principles of Government pledge document was signed by all board members. This will be displayed in the Foyer on the bulletin board.

* F.O.I.A. (Freedom of Information Act) was received from the Detroit Free Press. The request was for Supervisor salary information, e-mail account, expense accounts and performance appraisals. The Supervisor’s salary information was mailed to requestor.

Committee Reports

Activities –          Pot Luck dinners are successful with a good turnout.

                             Craft Show was cancelled.

 Fireworks show in the new cemetery grounds needed Board approval to hold the event. Motion by Trustee Mann, second by Trustee Ashbaugh. Board members in favor: Treasurer Gruber, Trustee Mann, Trustee Ashbaugh, Clerk McBurney. Motion carried

         Old Business:

* Waste Management Contract is in effect August 1, 2009 – July 31, 2014.

* New phone system will be paid every month by Clerk McBurney’s credit card.

* Cemetery – Door was replaced on shed; Black dirt was delivered; water pump was fixed. Sign poles haven’t been fixed.

* Transfer Station – Crushed concrete was installed by Vasher Excavating.

* A county election will be held August 6, 2013.

* Cemetery graves for veterans were decorated with new flags.

Motion to approve bills 2152 – 2172 in the amount of $10,991.30 ( check #2171 VOID). Motion  made by Trustee Mann, second by Treasurer Gruber.  Board members in favor:  Trustee Mann, Treasurer Gruber, Trustee Ashbaugh and Clerk McBurney. Motion carried.

* New Business:

1.) Budget for the current fiscal year had to be closed out. Some expenses were over and under their budgeted amount. Treasurer Gruber and Clerk McBurney will transfer the under budget money into the over budget expenses. This is necessary to close out the budget for 2012 – 2013. No expenses can be in negative, in order to close out 2012 – 2013.See attachment A for exact transfer details. (Last Page). Motion by Treasurer Gruber, second by Clerk McBurney.  Board members in favor:  Trustee Mann, Treasurer Gruber, Trustee Ashbaugh and Clerk McBurney. Motion carried.

2.)  Budget for 2013 – 2014 needed to be approved and opened starting July 1, 2013. Motion by Treasurer, second by Clerk McBurney. Board members in favor:  Trustee Mann, Treasurer Gruber, Trustee Ashbaugh and Clerk McBurney. Motion carried. No further bills will be paid until after July 1, 2013.

3.)  Resolution for Timbering Land on state or private land and the road damage it causes especially in April was discussed. It was decided to use this as a request to our legislators in Lansing for some action to be taken.

4.) Resolution for Work Permit not required  for certain home repairs like repairing or replacing doors, siding, roofing or windows. This would save people the permit fees. Work permits would still be required for replacement of electrical, plumbing, wells, septic tanks, heating and cooling. . It was decided to use this as a request to our legislators in Lansing for some action to be taken. However, this request will be presented to Attorney Fahey for a legal opinion before it is given to our legislators.

5.) Election Commission – Select precinct workers. Mary Borgula, Ginger Ashbaugh, Janey xxxxxxx, and one alternate to be named later.

6.) Hall Rentals – Two rentals this month. June 1st, 8th.

7.) Harrison Co-op- (Propane gas) The fee to belong is ten dollars. Motion by Trustee Mann, second by Trustee Ashbaugh. Board members in favor:  Trustee Mann, Treasurer Gruber, Trustee Ashbaugh and Clerk McBurney. Motion carried.

8.) Cemetery –  Trustee Mann had a concern that the trash cans in the cemetery were not being dumped. Also, there is a pile of debris that needs to be removed. Supervisor Krchmar will talk to John Chambers about this. These tasks were not contained in his contract with the Township.

9.) Waste Management billed us for work that the board could not understand. So, it was decided to pay them a lesser amount and include a note explaining the underpayment. Motion by Clerk McBurney, second by Treasurer Gruber. Board members in favor:  Trustee Mann, Treasurer Gruber, Trustee Ashbaugh and Clerk McBurney. Motion carried.

Public comment was made.

1.) Trash bins for commercial businesses. The businesses use the transfer station because they pay twenty five dollars for every parcel of land. They don’t need to have a contract with a trash company to remove their trash.
