REDDING TOWNSHIP APPROVED MEETING MINUTES
APRIL 16, 2014
The meeting was called to order at 7:01 pm followed by the Pledge of Allegiance.
Guest: Dale Mejewski, Linn Pruden, Carolyn Pruden, Dave Gruber, Marlene McGlashen, Sargent Steve Humphrey and Mary Borgula
Board Members Present: Supervisor Krchmar, Clerk McBurney Treasurer Gruber, Trustee Mann and Trustee Ashbaugh
Amendments to the Agenda under new Business Waste Management and Equalization contracts
Dale Mejewski County Commissioner spoke on the following topics:
Clare County Commissioners signed an agreement to purchase the knights of Columbus building in the amount of $120,000.00 it will be used for the Seniors Meals on Wheels program. Clare County Court House and Sheriff’s Department hired Jim Shuster he will be the new IT person to handle the websites. Dale spoke on the loss of revenue because of Property Tax Assessments. Redding is losing less than 1% while Lincoln Township is losing 12.4 %. The State of Michigan allocated 60.9 Million dollars for road repair Clare County will see $232,587.00 it has not been determined how it will be divided between townships.
Sargent Steve Humphrey Sheriff’s Department spoke on the following topics:
Breaking and Entering reports are coming in as people come up to their cabins.
Steve warned everyone not to cross any open water on the roads because of excessive flooding.
March Minutes A motion to accept 3-19-2014 minutes was made by Trustee Mann supported by Trustee Ashbaugh all Board members in favor- Motion carried.
Treasurer’s Report was reviewed and accepted as read.
Sheriff’s report 52 incidences were reported mostly traffic stops and general patrol
Fire report 2 incidences were reported, 1 Chimney Fire and 1 MMR life assist.
Committee Report (Sandra Mann)
Easter Sunday breakfast is being held at 8:00 am at the hall everyone is welcome. Pot Luck dinners will start
May 24, doors open at 4:30pm.Starting in June the schedule will be every third Saturday of the month.
Contracts were updated on Hall cleaning, Sanitation Attendant, Hall and Cemetery lawn care.
Third quarter budget was reviewed by the Board.
Township Hall floor waxing:
More information is needed tabled until May’s meeting.
MBT Grant (Tire Grant)
Seven Applications were presented at the meeting for working at the Middle Branch Township Hall removing tires from
Redding Township resident’s vehicles at the Middle Branch Hall. Three and one alternate out of the seven applicants were chosen by the board to work July 25 from 1:00 pm- 6:00 pm and July 26th from 8:00am -12:00 pm.
A motion was made by Treasurer Gruber and supported by Trustee Ashbaugh. All Board members in favor-motion carried.
Clerk’s Computer and Software:
The Board was updated on the clerk’s computer it was determined a new one should be purchased Clerk McBurney
Expressed he would like to put the election software a new computer. Information and prices were given to the board regarding what computer would work best for the clerk and elections. A motion to approve up to $950.00 for the clerks computer, Windows Home & Student software and a two year warranty was made by Trustee Ashbaugh. Supported by Trustee Mann. All Board members in Favor- Motion carried.
The Treasurer and Clerk’s seats are open for a two year term. Clerk McBurney will be going to Lansing June 12, 2014 he will trained how to use and install the QVF (Qualified Voter File) on the computer.
The Budget workshop took place on April 14, 2014, Supervisor Krchmar reported not much changed from this budget. The new budget will be presented at the May meeting.
A price was given from the VFW post in Harrison for 65 flags at $1.00 each and three holders at $9.00 each totaling $92.00. Supervisor Krchmar pre-approved the amount so it could be approved with the bills. The flags will available on April 23, 2014.
Roadside Clean Up:
Trustee Mann is organizing the roadside clean up; the date is set for May 17, 2014 at 9:00am meeting place is at the Township hall lunch will be served for the volunteers. Trustee Mann let everyone know more volunteers are needed.
Trustee Ashbaugh asked if anything can be done with the burned out trailer by her house Sargent Humphrey will look into
It and have one of the Sheriff Deputies report back to her.
Transfer Station Hours and Roll offs
Summer hours start May 1, 2014 Thursdays from 1:00pm- 7:00pm and Sundays from 9:00am -2:00pm.
Two rolls will be delivered and available also starting May 1, 2014. Linn Pruden announced the Transfer Station
Will be open on Easter.
Reinstate Clerk’s Salary:
Clerk McBurnery took a pay cut from $600.00 to $500.00, he requested it be put back to $600.00 a month.
A motion was made by Treasurer Gruber supported by Trustee Mann. All Board members in favor- Motion carried.
Because of health reasons Clerk Jim McBurney decided to step down and gave his resignation letter to the board
A motion was made to accept Clerk McBurney’s resignation by Treasurer Gruber supported by Trustee Ashbaugh.All Board members in favor- motion carried. Jim McBurney was thanked, he will be missed Treasurer Gruber nominated Mary Borgula to fulfill the remainder of the Clerks term. A motion was made by Trustee Mann to appoint Mary Borgula as the new Clerk supported by Trustee Ashbaugh. All Board members in favor-Motion carried. Mary Borgula announced Jim McBurney will be the new Deputy Clerk and he will oversee the Township Election
Township Board Supplies:
A List of office supplies totaling up to $300.00 was presented to the board; A Motion was made by Treasurer Gruber supported by Trustee Ashbaugh. All board members in favor- Motion carried.
Waste Management’s contract is expiring soon the Clerk will send Waste Management a certified letter informing them the contract is expiring in June and to send the Supervisor a quote. Supervisor Krchmar is working bids from various companies.
An invoice for $828.00 along with a contract from Clare County Equalization was presented for 2014 assessment and tax preparation. Clerk Borgula will compare the contracts from last year and will bring the currant contract back next month to be approved.
Jim McBurney inquired about the sign for Commercial Parking at the township hall, Supervisor Krchmar replied the sign has been ordered.
Dave Gruber inquired regarding the repair on the Cemetery sign; Supervisor Krchmar reported he’s waiting to hear from Chuck Waldron on the welding repair.
Approval of Checks:
Check # 2349 – 2367 with check # 2354 voided equaling $4931.94
A Motion was made by Trustee Ashbaugh supported by Trustee Mann
All Board members in favor-Motion carried.
Motion to Adjourn was made by Trustee Ashbaugh Supported by Treasurer Gruber
