Redding Township Unapproved Meeting Minutes

 

March 19, 2014

 

The meeting was called to order at 7:01PM followed by the Pledge of Allegiance.

Guest: Dale Majewski, Linn Pruden, Carolyn Pruden, David Gruber, Bonnie & Dale Pierce, Marlene McGlashen, and Sargent Steve Humphrey

Board Members Present: Supervisor Tom Krchmar, Treasurer Sandra Gruber, Trustee Ginger Ashbaugh, Absent Clerk James McBurney, and Trustee Sandra Mann Standing in for Clerk- Deputy Clerk M. Borgula

Amendment to the Agenda- Elections under New Business # 6

Dale Majewski County Commissioner District #1 spoke on the Following topics.

Clare County Commissioners signed a purchase agreement to purchase a new senior building in Harrison. It will be funded by a low interest loan from USDA. Clare County Senior Service’s currently has four locations Lincoln Twp., Garfield Twp., Hayes Twp. and the City of Clare,

The Clare County Medical Examiner retired after 30 years all cases will go to Gladwin until a replacement is found.

Clare County Commissioners voted not to update Clare County Court House security.

Supervisor Krchmar asked the Commissioner to look into the problems with Equalization not printing the tax bills correctly. Dale Majewski said he is looking into it.

Sargent Humphrey Clare County Sheriff.

New/ Old scam going around on seniors the scammers are calling saying they are a relative and need money to get out of jail.

February’s Minutes-A motion to accept 02/19/2014 and 03/04/2014 minutes was made by Trustee Ashbaugh and supported by Treasurer Gruber all Board members in favor- motion carried.

Treasurer’s February Report was presented and approved as read.

Treasurer’s 2013 RecapTreasurer Gruber reported she had 89% pay their taxes it was a little above from last year she had 10 people pay their taxes by credit card on the summer equaling $3800.00 and 16 people pay by credit card equaling $8750.00. Treasurer Gruber had problems with the way the winter tax bills were printed by Clare County Equalization, the tax bills did not state when they were due on the right side of the bill it was printed on the left side of the bill. Supervisor Krchmar read the bill as follows: Taxes are due by February 14, 2014, February 15th- 28th with a 3% penalty March 1st unpaid taxes go delinquent to Clare County Treasurer. Treasurer Grurber said she also had the due date in her tax letter that was sent out with the tax bills. Treasurer Gruber received malicious phone calls regarding the way the tax bills were printed they felt the tax bill due date was misleading. Supervisor krchmar also received complaint calls. Treasurer Gruber reported she had a meeting with Clare County Treasurer’s office it was determined to leave the unpaid penalty as delinquent taxes and it was out of the township’s hands. Motion was made by Treasurer Gruber and supported by Trustee Ashbaugh to leave the 2013 winter taxes closed out and stand by property taxes due by February 14th February 15th -28th 3 % penalty all Board members in favor- motion carried. Treasurer Gruber will make sure the tax bills are printed by Clare County Equalization more clearly next year.

Old Business:

Electrical Township Hall lighting – TBD at a later date

Front Door Latch – Supervisor Krchmar repaired the latch, he also repaired the light in the office.

Budget workshop Dateset for April 14, 2014 at 5:00 pm

Board of Review – Supervisor Krchmar reported they had a total of six protest and one Poverty Exempt set at 80%. Supervisor Krchmar thanked and the volunteers for making the Board of Review Board lunch and dinner. He also thanked the Board of Review Board for serving on the board.

Commercial Truck Parking lot Sign for Hall – Supervisor Krchmar had three quotes the best one came from Dave Duddles in Marion for $45.00 the sign will be 12″x 16″ a motion was made to purchase the sign at $45.00 by Treasurer Gruber and supported by Trustee Ashbaugh all Board members in favor- motion carried.

New Business:

Update Contracts:

Transfer Station Attendant- To increase from $386.00 to $400.00 a month on Linn Pruden’s contract.

Township Hall cleaning Attendant – Omit salting the sidewalks and waxing the township hall floor from Ginger Ashbaugh’s contract.

A motion was made by Treasurer Gruber and supported by Trustee Ashbaugh all Board members in favor- motion carried.

 

Third Quarter Budget Review- Board members reviewed currant budget review report no changes are needed at this time.

Hall Waxing- Trustee Ashbaugh requested the hall be waxed Trustee Ashbaugh and Deputy Clerk Borgula will see about quotes and report back at the next meeting.

Tire Grant – Middle Branch Township received a tire grant from the DEQ. Redding Township residents can drop off up to seven tires if we have three-four people taking the tires from Redding Township residents. The Motion – Set date for July 25, 2014 from 3:00 PM – 8:00 PM, and July 26, 2014 from.

8:00 AM – 12: 00 PM and pay up to four people at $10.00 an hour, applications accepted until April1, 2014. A motion was made by Treasurer Gruber supported by Trustee Ashbaugh all Board members in Favor- motion carried. Deputy Clerk Borgula will post the information at the hall.

Clerks PC– Deputy Clerk Borgula alerted the Board the Clerk’s laptop is not working correctly also there is a crack on the corner. The laptop is three years old and may need to be replaced in the near future.

Elections – The Treasurer and Clerk are up for re-election in the August primary anyone wanting to go on the ballot can pick up a signature sheet at the Township Hall on Thursdays from 11:00 am – 1:00 pm.

 

Approval of Bills:

Check# 2327- 2347, 9998 (Taxes) Total amount was corrected by

Treasurer Gruber, the numbers were printed on the agenda reversed correct amount

$5993.37 not 5939.37 check # 2326 voided.

Motion was made by Trustee Ashbaugh Supported by Treasurer Gruber all Board members

in favor- motion carried.

Public Comment:

Dave Gruber asked about an update regarding the Road Commission’s weight enforcement restrictions Supervisor Krchmar informed Dave at the Road Commission’s February meeting they voted to reverse the restrictions for 2014 because of business complaints. Sargent Humphrey reported the frost restrictions are in effect.
