Meeting Minutes – Unapproved
July 16, 2014
The meeting came to order at 7:00pm followed by the Pledge of Allegiance.
All Board members present.
Guests: Linn Pruden, Carolyn Pruden, Dave Gruber, Jerome Burger, Marlene McGlashen
Eddy Garver – Clare County Road Commission:
Ed reported they are having a public hearing regarding permanent weight restrictions on the roads. They will be contacting all Township Supervisors on the date and time. The Road Commission has bought more equipment for cutting grass and grading the roads. Ed announced the Road Commission gave the Historical Society a 99–year lease on the Roadside Park located between Clare and Harrison. The Road Commission has taken care of the Roadside Park since the 1960’s.
Sargent Steve Humphrey- Clare County Sheriff’s Deputy:
Redding Township had a search and rescue a couple of weeks ago on a kayaker that went missing for over 24 hours. The Sheriff’s Department covered 15 miles of the river. The man found his way back to his camp on his own.
Sargent Humphrey asked if anyone with information on the accident that happened in Garfield Township. It involves a grey minivan and a person on a bicycle. The minivan should have front end damage. If anyone knows of someone that rides a bike and is a loner to check on that person. The Sheriff’s department suspects the minivan could have hit the bicyclist and then put the person in the van, along with the bike and took off.
Ken Lind – Lind and Lind Insurance Company:
Ken informed the Board there will be a $361.00 increase in our insurance do to property values, medical expenses and liability.
Jerome Burger (R) announced he is running for Clare County commissioner in the 2014 August Primary.
Approval of Meeting Minutes:
06/18/2014 Meeting Minutes — a typo on the first page was noticed. The date was incorrect so it was changed to June 18th.
A Motion was made by Treasurer Gruber and supported by Trustee Mann to approve the meeting minutes with the changes.
All Board Members in Favor- Motion carried.
Treasurer’s Report Review:
The Treasurer’s report was given.
Treasurer Gruber reported everything has been balancing every month.
Sheriff’s incidents – There were 39 incidents — mostly ambulance and off-road complaints.
Fire – 1 rescue on Twin Lakes Rd and 1 primary line down from a fallen tree.
Pot luck dinner will be Saturday July 19th at 4:30pm. A rummage sale is set for July 18th and 19th.
The boosters club is back up and running. They had a good turnout for the breakfast.
Clerk Borgula went to Lansing for 2 days for Election Certification. She is now certified.
The Election Commission appointed four Election Inspectors on July 14th at 6:00 pm.
The Preliminary test was done on June 16th. at 6:00pm. The Election Commission; Supervisor Krchmar, Treasurer Gruber, and Clerk Borgula were present for the test.
The Public accuracy test will be July 21, 2014 at 11:00am.
Township Hall Supplies:
Chuck from Mills Janitorial is on vacation. Clerk Borgula will contact him next week.
Clerk Borgula hadn’t purchased a flag for the Cemetery yet.
Linn Pruden donated a new flag for the Township Hall. The Board thanked him for his generosity. John Pruden helped Linn put the flag up because the rope had frayed and they needed to take the flagpole down.
Cemetery Cremation fees:
The sexton had increased the cremation fees to $100.00 for Monday – Friday and $125.00 on weekends. The Board decided not to add an extra $25.00 maintenance fee. A motion was made by Clerk Borgula and Supported by Treasurer Gruber to pay the sexton the increase. All Board Members in Favor –Motion carried.
The Cemetery Equipment:
It was decided the equipment will be put up for bids in the near future. No date was set.
Supervisor Krchmar is having problems getting a contract from Waste Management
Clerk Borgula also added she is having problems with the billing.
To pre-approve the 3 contracted people that will collect tires at Middle Branch Hall July 25th hours and 26th. A total of 9 hours each equaling $270.00. A Motion was made by Treasurer Gruber and Supported by Trustee Ashbaugh. All Board Members in Favor – Motion carried.
Clerk’s Election Training:
A Motion was made by Treasurer Gruber and Supported by Trustee Ashbaugh to approve Clerk Borgula travel expenses up to $129.00 for Election training on August 14th in Lansing. All Board Members in Favor- Motion carried.
Heinz Propane Contract 2014-2015
To approve the contact for Heinz propane at 1.86 a gal. A Motion was made by Trustee Mann and Supported by Treasurer Gruber. All Board Members in Favor- Motion carried.
New Voter Registration Cards:
Clerk Borgula reported new cards were sent out — some went out later than others.
Michigan Election Resources had problems with their software.
To amend the rules that people who are renting the hall for 8 hours can come in the night before. A $20.00 charge on a 4 hour rental will be charged if the renter would like access the hall the day before they are renting the hall. All Redding Township land owners can rent the hall at a residential fee. A motion was made by Treasurer Gruber and supported by Trustee Ashbaugh. All Board Members in Favor – Motion carried.
Election Training and Supplies:
A motion was made by Trustee Mann and Supported by Treasurer Gruber to allow up to $425.00 for training of Election Inspectors and election supplies. All Board Members in Favor – Motion carried.
Utility Room Door Locks:
Clerk Borgula reported the doors have been locked while the hall is being rented, Supervisor Krchmar will remove the lock in the kitchen.
The DNR will be at the Township Hall July 24th from 3:00 pm – 5:00 pm. They will be discussing plans for cutting forest timber in Clare County.
Toner for Printers:
Clerk Borgula mentioned she hadn’t bought the printer toners with the approved office supplies two months ago. She
had found them on Amazon for $85.00 each. Supervisor Krchmar said to bring back the prices next month.
Clerk Borgula announced Margaret Borgula will be her new Deputy Clerk and asked the Board to approve up to $100.00 for her deputy to help with elections if needed. A motion was made by Trustee Mann and Support by Trustee Ashbaugh. All Board Members in Favor –Motion carried.
Telephone land line:
Clerk Borgula reported the Township Hall needs a land line to transmit the election results by modem. She found the monthly bill would be between $35.00 – $42.00. She was not sure how the Telephone companies tax nonprofit. Supervisor Krchmar asked Clerk to bring back the prices next month.
Trustee Ginger Ashbaugh is resigning at the end of the meeting. She worked as a trustee for 12 years. A motion was made to accept her resignation by Clerk Borgula and supported by Treasurer Gruber. All Board Members in Favor- Motion carried. Supervisor Krchmar presented Ginger with a certificate of appreciation and a thank you card. Ginger will be sadly missed.
Appointment of new Trustee:
A motion was made by Clerk Borgula and supported by Trustee Ashbaugh to appoint Marlene McGlashen as new Trustee. All Board Members in Favor-Motion carried. Supervisor Krchmar welcomed Marlene to the Board.
Clerk Borgula will check with the CPA on pricing and bring back the price next month.
July Board of Review:
The BOR will meet July 22th. at 7:00pm. Supervisor Krchmar announced he will need a person to fill a Board seat on Board of Review in the near future.
Hall Janitorial Position Open:
Clerk Borgula will post the Board is accepting bids for cleaning the hall.
Marlene McGlashen asked why Jim McBurney was no longer the Deputy. Clerk Supervisor Krchmar said he resigned.
Supervisor Krchmar mentioned Dale Majewski, from Lincoln Township Fire Department, would like to put a bid in for TWP. fire protection.
Approval of bills:
A Motion was made by Trustee Mann and supported by Treasurer Gruber to approve the bills equaling $6808.79. All Board Members in Favor- Motion carried
With no further business, a Motion was made by Clerk Borgula and supported by Treasurer Gruber to adjourn. All Board Members in Favor – Motion carried at 8:50 pm.
