Redding Township Meeting Unapproved Minutes

April 17, 2013

The meeting was called to order at 7:01PM followed by the Pledge of Allegiance.

Guests: DaleMajewski,  Linn and Carolyn Pruden, Marylou Gonyea, Dave Gruber, David and Onahlee Johnson, Tim Kosider (CCSD), Aaron Miller (CCSD)

Board Members Present:  Treasurer Gruber, Supervisor Krchmar, Clerk McBurney, Trustee Mann, Trustee Ashbaugh

Motion to accept the agenda by Trustee Mann,  supported by Treasurer Gruber. Board members in favor:  Trustee Mann, Trustee Ashbaugh, Treasurer Gruber and Clerk McBurney. Motion carried.

Motion to accept 03-20-2013 minutes made by Trustee Ashbaugh and supported by Treasurer Gruber. Board members in favor: Trustee Mann,  Treasurer Gruber, and Clerk McBurney, Trustee Ashbaugh. Motion carried.

Dale Majewski  County Commissioner District #1 spoke on the following topics:

·         House Bill # 4207 has been passed regulating the practice of burning household waste.      

·         Judge Farrell along with several others at Clare County is working on Courthouse security.

·         BOC appointed Joe Phillips as the Clare County representative to Community Mental Health for Central Michigan for a three year term.

·         Michigan county health rankings were released for 2013. Clare County has improved from 80th to 75th this year.

·         Ninth annual Paula Pirnstill Memorial Health & Safety Fair is Saturday April 20th from 10:00am – 2:00pm.

·         It was noted in the BOC Treasurer’s report that people who need help paying property taxes, may get some help if they contact the County Treasurer’s Office.

Sheriff’s Department

Tim Kosmider and Aaron Miller (CCSD) informed the meeting that the Township will see  a few more patrols during the summer months.

Treasurer’s report was reviewed.

 

 

Correspondence:

·         Fire department incident report was reviewed.

·         Sheriff Incident Report was reviewed.     

·         Clare County Senior Center Meal Menu for April thru June was sent to the township and will be posted in the outside bulletin board.

Committee Reports: (Sandy Mann)

 Pot Luck dinners will begin April 27, 2013 at the Township Hall. Doors will open at 4:30pm. Dinner is at 5:00pm. The dinners will be held every fourth Saturday of the month.

Roadside Pickup Project will be held April 27 at 9:00am, followed by lunch around noon to 1:00pm. In case of rain, the makeup date is May 18, 2013.

Old Business:

1.      New ‘special notice’ sign was completed by Dave Gruber.                            

2.      New American flags and flag holders will be purchased from the Harrison VFW Post 1075. Sixty grave flags ($1.00 each) and five holders ($9.00 each)  cost $110.00. Sandy Mann offered to buy a 3’ x 5’ flag for the Hall. Motion to spend $110.00 was made by Trustee Mann, second by Treasurer Gruber. Board members in favor: Treasurer Gruber, Trustee Mann, Trustee Ashbaugh, Clerk McBurney. Motion carried

3.      Motion to approve contracts for Landscaping, Transfer Station, Cemetery and Hall cleaning was accepted by Treasurer Gruber, second by Trustee Mann. John Chambers was awarded the landscaping contract. Linn Pruden was awarded the transfer station attendant contract. Vasher Excavating was awarded the cemetery contract. Ginger Ashbaugh was awarded the hall cleaning contract. It was agreed that non-refundable Hall Rental security deposits will be given to Trustee Ashbaugh, since she would have to do the cleanup. Board members in favor: Treasurer Gruber, Trustee Mann, Trustee Ashbaugh, Clerk McBurney. Motion carried

4.      Motion for the Township to purchase office, hall, cleaning supplies in larger quantities by Trustee Mann, second by Clerk McBurney. Trustee Ashbaugh will make a list of what to purchase. Dave Gruber volunteered to buy products at Sam’s club. Two hundred dollar limit ($200). Board members in favor: Treasurer Gruber, Trustee Mann, Trustee Ashbaugh, Clerk McBurney. Motion carried

5.      Budget workshop was held April 8, 2013. A budget for July 1, 2013 – June 30, 2014 was constructed. The yearly money amount paid to the Clare County Sheriff for summer patrols was dropped from the budget. Approximately $4000.00. Also, $3400.00 was allocated for crushed concrete to spread on the transfer station grounds. The 2013 – 2014 budget will be presented at the May 15th board meeting.

 

 

6.      The old campground was discussed because Senator Booher would like an answer from the Township on what we’re going to do. The issue of a ORV/ATV bridge was put on the back burner. Trustee Mann brought up the idea of the possibility of Grant money and bring back any feedback. This whole park issue is on the back burner.

New Business:

1.) Attorney update for United Rescue Ambulance Authority is:

    Waiting for further action to take place.

    Received a bill for $1026.00 for legal work done by Fahey-Schultz.

    A Receiver was appointed by the Bankruptcy Court.

2.) Motion to stop approval of agendas at board meetings and move up guest speakers ahead of minutes approval by Clerk McBurney, second by Treasurer Gruber. Board members in favor: Treasurer Gruber, Trustee Mann, Trustee Ashbaugh, Clerk McBurney. Motion carried

3.) Township Clerk has to have a Deputy Clerk by Michigan Law. Since, the Township didn’t have any money budgeted for this, the Clerk decided to reduce his salary by $100.00/month to pay the Deputy Clerk $10.00/hour when needed. Motion by Clerk McBurney, second by Treasurer Gruber. Board members in favor: Treasurer Gruber, Trustee Mann, Trustee Ashbaugh, Clerk McBurney. Motion carried

4.) Motion to approve a new phone system for the Hall by Treasurer Gruber, second by Trustee Mann,. The cost is approximately $165.00 (one time) and $15.00/month. Clerk McBurney will purchase from Walmart. Board members in favor: Treasurer Gruber, Trustee Mann, Trustee Ashbaugh, Clerk McBurney. Motion carried

5.) Motion to approve thermostat settings for the ‘Jamboree’ by Clerk McBurney, second by Trustee Ashbaugh. The heat setting will be seventy degrees maximum. The setting will initially be sixty eight degrees to see if that’s comfortable. The air conditioning setting will be seventy two degrees or higher.  Board members in favor: Treasurer Gruber, Trustee Mann, Trustee Ashbaugh, Clerk McBurney. Motion carried.

 

 

. 6.) Motion to approve two roll offs for trash at the transfer station starting in May. When one is full order another one. This should continue the entire summer season. First by Trustee Ashbaugh, second by Trustee Mann. Board members in favor: Treasurer Gruber, Trustee Mann, Trustee Ashbaugh, Clerk McBurney. Motion carried.

. 7.) Records Retention- Several documents and records have to be kept for certain periods of time. It is best to keep data on a machine readable like disk. A systematic way of storing data and more importantly being able to retrieve partially or completely. The Township has no way of doing this. Clerk McBurney will check with the State of Michigan for ideas or if they have a storage system available that could be utilized.

. 7.) State Property Acquisitions – The state has a land cap of 4.6 million acres. There plan is to sell as much as 240,000 acres. The state land sell-off would focus on property under 200 acres not near state owned lands, oddly-shaped and difficult to manage lands, or lands without public access. If the DNR decides it is not in the state’s interest to keep the land, it would be offered first to local units of government..

Motion to approve bills 2114-2132 in the amount of $7,413.86 made by Trustee Mann, second by Treasurer Gruber. Board members in favor:  Trustee Mann, Treasurer Gruber, Trustee Ashbaugh and Clerk McBurney. Motion carried.

Public comment was made.

1.) Transfer station summer hours start May 2, 2013. Hours are 9:00am – 2:00pm.

Action Items – Motion to pay Township Treasurer the same amount every month (total yearly amount divided by 12), starting July 1, 2013 by Trustee Mann, second by Trustee Ashbaugh. Board members in favor:  Trustee Mann, Treasurer Gruber, Trustee Ashbaugh and Clerk McBurney. Motion carried.
